I've joking said to nearly everyone I talk to whenever Robyn gets brought up is that she's a wannabe main protagonist. She acts like she is the main character and only she can "save the day".

I think the main problem with Robin is that the writers use her more as a plot device than a actual character. Then ether use her poorly or not at all.
Gotta drum up some drama with penny? Have Robin think and accuse her of the massacre.
Need to get to the scene were Qrow and Tyrian team up to fight clover? Have Robin accidentally free him by firing a arrow.
Need to add tension in a season we’re literally everyone is keeping secrets? Add a character that can act as a living lie detector. Then just ignore the Chekhov Gun you just added.
And for crying out loud. You make a Robin Hood like character, but you never show her actually giving the stuff she stole to the poor. How can you screw this up that bad!

Yup. Robyn is another case of CRWBY issues with "Show, don't Tell."
Where are the scenes of the supposed hero of the people fighting Grimm to protect the people?

And yeah, I'm baffled why so many viewers blame Ironwood for not including the hot-headed, self-righteous vigilante for his Top Secret plan from the start.

I'd take Robyn over Ironwood, honestly. If you're a normal person living in Mantle, and not in the know of Salem and such, grimm running through the streets while Atlas has insane levels of tech that should render that very thing next to impossible proves that Ironwood has unequivocally failed. I'd be suspicious of him, too.
