The Pk-series was not always a spy droid working for the Republic, the Trade Federation relied on them for countless mundane tasks, and the fact that they were everywhere and yet invisible to most, made them perfect for Republic Intelligence groups trying to take down the Neimoidian leaders of the Trade Federation, and nearly caught the plans of Darth Sidious.
