When you insert the hook in the 4th chain starting the first row, will you still have 22 chains, or does it decrease to chain 18 for the remaining rows?

Hello! I'm trying this stiches for the first time, I started with a SC for the first row and then in the Row2 the V- hdc stiches, the problem is that after row 2 and row 3, I got an increase and don't even know how 😭 I just followed the tutorial, I don't know what to do
