Honestly all might should have never said midoriya couldn’t be a hero. If you look at aizawa (pro hero eraser head) he actually fights quirkless since his quirk is erasing quirks. He probably went through months of training just to learn how to fight. Midoriya could have done the same. Not saying he would be a vigilante he probably could still be number 1 though. But he would probably be grateful to be a teacher as well and make a difference.
