Steam (+Big Picture Mode) video acceleration on Linux w/ Nvidia Drivers

A workaround that allows you to have a smooth UI experience on both the main Steam interface and Steam Big Picture Mode.

Do not hesitate to write your comments down below if you have diffficulties or issues trying to replicate the workaround.

Attention ArchLinux/Manjaro/derivatives:
1. Make sure to double check that `lib32-amdvlk` is uninstalled as this will make Vulkan confused when searching for a suitable driver during initialisation.
2. Do not forget to add `export XDG_CONFIG_HOME="$HOME/.config"` right before the "patch" contents, as otherwise this will make Steam silently exit.

    now the next bug is that steam goes black on GPU accel, making it <10fps on BPM without it, I tried nouveau and dkms drivers without luck on arch, I've been looking for some patch now but nothing seems to popup
