    That's not the reason he proposed that. He proposed it to stall negotiations. He wanted them stalled so that the German revolution would break out and overthrow the Kaiser, bringing a peace without annexations of anything. The German Revolution happened about a year later and indeed ended WW1, but about a year to late nevertheless.

    Trotsky's No War No Peace plan went as well as Putin's annexation of Ukrainian territories. Seriously, what did both of them expect? That their enemies would stop fighting in an active war because they said otherwise? Lol
