Unfortunately for Cell, the cloudy British weather, which was so thick, filtered out his attack and instead it came out as a small increase in tempature by 0.0002°C. Causing the hottest weather the British "people" have ever felt in centuries.

Funnily enough, the way Cell speaks in english has a posh accent to it. Honestly makes him sound like he’d be British if he was voiced by one.
