That they failed to secure and maintain safe perimeters for multiple devices during an EOD based event... No, that's not an accident. That's not even a failure of common sense. Either EVERY cop of every agency in DC has the brains of a peanut, or this was intentional. Did they want an mass casualty event? That's almost a rhetorical question, but only if the answer is "of course, are you that naive"? As far as "fire in the hole" that would suggest they blew the devices in place. Without perimeters. Someone wanted a body count. Or someone knew they were inerts, dummies, and there was 0.00% risk. Which means it was a staged event.
