Ten years since Narendra Modi came to power, the economy has undergone no significant improvement. After 2016, the decision of demonetisation destroyed the MSME sector. In 2019, the government tried to give benefits to the corporate sector by reducing tax rates. The corporate sector did not deliver, they just cleaned up their balance sheets. The agriculture sector is stuttering. 

The Narendra Modi government has now got a fillip in the form of Rs 2.1 lakh crores of dividends from the Reserve Bank of India. 

Sibal is joined by three experts who try to answer what's good and bad about the budget. One of these is more difficult to answer than the other. 

Jayati Ghosh has taught for 35 years at JNU and has a PhD in economics from Cambridge University. She has written about globalisation, international trade, macroeconomic politics and more. She is consulted by the UNDP and ILO. 

Arun Kumar is part-physicist (with a degree from Princeton) and part-economist. He has done enormous work in developmental economics and written extensively on black economics.

Himanshu is also a JNU developmental economist. He has been advising the government in several capacities.

  • Kapil ji This Budget has everything for the Corporate friends, China, something for Bihar and Andhra Pradesh and nothing of substance for the rest of the Country. New schemes to bleed the poor and the middle class have been proposed by way of increasing the tax burden, relief in direct tax is neutralised by subtle increase in indirect taxes. Shrewd but cunning and cooked.

    Dear Kapil Sibel Congratulations for having such wonderful discussions with great minds across sectors. So many suggestions are made in these discussions. My suggestion is that you should bring all these ideas and suggestions out in the open through local language newspapers & radio programs so that it will reach the majority of people and they will start demanding for all these things to be implemented by the government ( both central & state). Please continue the good work you are doing👍🏻

    One should also clearly mention that demonetisation was also a trickery. Only a fool will withdraw 500 and 1000 denomination notes and replace them with HIGHER denomination of 2000 notes. TO CURB BLACK MONEY ONLY A ULTIMATE STUPID PERSON WILL PERSON WILL CIRCULATE HIGHER DENOMINATION NOTES AFTER WITHDRAWING LOWER DENOMINATION NOTES! This is the fundamental flaw apart from the fact that demonetisation destroyed the MSME sector.

  • Thank you for the brilliant discussion which gave us some simple basic solutions to our economic problems.
  • Nobody knows the ground reality. Sarpanch in villages get around Rs 5000 a month. Now, at such a low salary, they have arrangement with village people who will share 50% of their MANREGA income with the Sarpanch and don't do any work as assigned by MANREGA. Many such ground issues need solving along with the macro problems.
  • Widen the direct tax net. Growth cannot happen by taxing only 1.6 percent of the population. I pay the same slab rate of 30% on my GoI pension as Messrs Adani, Ambani, et al. With GST on top, my cash in hand is only 17% of my last pay drawn. After retirement, household expenses rise as all perks are withdrawn. So how can we pensioners run our households?
  • Should senior citizens beyond the age of 75 and also retired people not be spared of taxes ? Instead of us subsidising the industrialists , they should be taxed so that seniors and pensioners are spared heavy taxation. Today it is the other way around. Budgets always spare industrialists…
  • Many teachers in villages are either not teaching properly or not attending schools every day! They are not properly trained as well!

  • When a large section of the society, particularly a society having low licime, face uncertain future, the demand will suffer badly. People will just save whatever they can.

    Tku sir for this excellent discussion with a panel of brilliant minds. The key area that needs top priority is creating "Demand for goods and services" and the govt.must come forward in boosting the rural economy & supporting the SME's, MSME's & small units as that is where massive jobs can be created. Resource mobilisation can come by taxing the rich & super rich through wealth tax, inheritance tax etc.
