They said "Urban redevelopment " not just urbanization, meaning that they're rebuilding Lumiose City. It could be either in the past with it becoming current day Lumiose or future with completely different Lumiose.

I just realized AZ is going to play a significant part in this story. His name is in the title, it’s Kalos and his history is the regions history.

From the pokemon website: "A new adventure awaits within Lumiose City, where an urban redevelopment plan is underway to shape the city into a place that belongs to both people and Pokémon." Im hoping this means there is gonna be some progression in building the city, seeing it grow as we progress through the game, that could be really fun.

I like how our year of the dragon predictions almost led us in the right direction. This game releases in 2025 which will be the year of the snake. Zygarde if I’m not mistaken is based on the serpent Nidhoggr near the world tree’s roots

Out of Johto, Unova and Kalos I DEFINITELY feel like Kalos needed the Legends treatment the MOST due to the lack of content

A lot of people forget that Mega Evolution was in Let’s Go, but it’s still great to see more Mega Evolution

It's probably post-war Kalos. Lumiose and surrounding parts might be the only explorable part or it's the Main Hub like Legends Arceus where in expanding the Jubilife village becomes the main focus in Z-A. But the wording specify only Lumiose City.
