100% true about the Dell Business comment. I bought 10 working for 200 bucks and had everything from keyboard to monitor. New mice and upgraded ram and windows 10 and they were pretty decent machines.

I was expecting very cheap and terrible, I wasn't expecting above average price and terrible.

I have the same mouse here and it works well, its suposed to absorb the clicks to be a "Silent Mouse". It works well tho, thats what matters, has extra buttons and a 2.4GHz speed.
