WRONG. The Perry/Cart Narc encounter was set up by Perry's manager, Tom Brennan. Also, there are a TON of better PCL clips than those dumb ones. Look up nitro ketchup, or one of my favorites when he sets off a road flare in his apartment. Also, you need to do a deeper dive on The Big 3, which was much funnier than his current stream. I would be happy to provide links if you want to do some actual research instead of the surface material you barely touched.
