I think the episode you were referring to with a Shiny Magikarp in it is the one called "Judment Day!" It's the oldest anime episode I know of with a Shiny Magikarp in it, and its relevance to the plot was that a dude asked to trade for it, so someone certainly wanted it very badly. According to Bulbapedia, though, there have been much more recent episodes with competitions involving Shiny Magikarp.

I don't remember a shiny magikarp being sold in the anime but I do remember the episode where James bought a magikarp off a guy that was in a gold plated pokeball. I also remember him kicking it and it stress evolving into a gyrados and almost killing everyone.
