In any extreme situation you cannot survive for more than 3 minutes without air, 3 hours without shelter, 3 days without water and 3 weeks without food.

Here MacGyver is demonstrating urgency for fire, which helps prevent exposure and directly ties into the shelter portion of the rule of 3s.
