like evo barrel is just evo recruit but cheaper people think they re good until they learn how to counter it the point of goblin barrel is to chip tower damage so by the time you get the evolution, the enemy knows what tower are you going for so the decoy barrel is useless

Goblin barrel is worth it on its own if undefended. Decoy barrel isn't, because the decoys are fragile. If you can't afford to tank both lanes, then the goblin barrel should go solo and the decoy one should go to the lane that you'll tank. That way you protect your most fragile goblins. Also, you said that it is designed to be a 1-0 win condition. Maybe the evolution seeks to change precisely that: as you've seen, evo goblin barrel is strong against the king tower because you can throw both barrels on the tower.
