This issue could be due to a corrupted or antiquated graphics card driver. Updating the graphics card driver is a common resolution for fixing Windows game crashes.
Steam is well known to crash from time to time either on startup each time you launch it or it crashes randomly. This is a very common problem that is addressed by Steam on their official forums as well. The fixes listed there, however, do not seem to work.

Games on Steam will run on any platform that Steam supports. The games will have their own minimum system requirements which a system must meet. If a system fails to meet the minimum hardware requirements, the game will either not run, or it will run at its lowest possible settings and it may still lag.
