No Richard, this doesn't mean investigations into any White House shennanigans are done. Presidents are given absolute immunity for core duties and presumptive for items that might be "official" but not necessarily core. That means that any president gets the benefit of the doubt, but any persecution can move forward once investigators have determined the behavior was not "core" and that it was egregious.
