You can fix the horn by adjusting a nut on the back. Sounds like the mechanism might be a bit too far back, so turning the nut to the right should push it forward a bit.

fun fact here in the UK we have uch things as sounder bases (which is like a horn but a smoke detector (or heat detector sits) on it like a detector base...so we can just put one device in a room not two :)

The 9806's seem to be fairly reliable; this is the first time I've heard one go. It's usually the 7002T's that crap out after 20 years and turn into chain smoking ducks.

You also want to make sure you don't blow your power supply - if the contacts in the horn are stuck in the "on" position, the horn's electromagnet will end up drawing a lot of current continuously.
