Gotta love when someone says your IP starts with "192.168" because those first two numbers being 192 and 168 always signifies a private network IP (meaning this is the way other machines on your own network will see your computer). A public IP can potentially start with any other number, though lots of them are reserved, be that for the government, businesses, the people who assign IPv4 addresses themselves, and legacy addresses that no longer receive any use unless a hacker forcefully assigns it to their network (which is nigh impossible and even I don't know how to do it).

I just love how he keeps giving excuses about stuff, when the first thing alerting to his potential cheaty ways was the previous ban on the same IP.
