    Honestly, I don't care about "mental instability" or if the person "knew what he done". If someone has a mental illness and killed/hurt someone they STILL need to be locked away from society. For me mental illness doesn't protect from punishment.

    9 times out of 10, monsters are raised to be monsters by the emotional neglect their parents force them to endure, psychological abuse, and sometimes (not always) severe abuse. When you tell infants/toddlers/young children and teens "stop crying or I'm gonna really give you something to cry about" or when they start crying and you completely ignore them, or you act as if they're invisible and never console them, or maybe instead you make them go to their room and don't allow them to come out until they're no longer crying...you are damaging that child's emotional development and failing to activate their empathy centers so that they their brain can learn to feel empathy for others. If your child is f'ed up, go look long and hard in the mirror...and start asking yourself how you failed that child as a parent because less than 5% of the global population are BORN psychopaths and the vast majority of sociopaths are made.
