What kind of creature is this? (found in puddle)

Was in a large puddle by a dumpster with a partially clogged drain. It takes 3-4 days after heavy rain to drain. Most of the time it is dry. Spring/summer 2014

It looks to me like a water boatman. A small insect which uses long "oars" to move.

how big was it? It looks like a "water bug" I don't know the real name. We got them all the time in our pool.
