I had a similar key binding issue where I couldn't use stratagems or sprint; it turns out that I also had Samsung Magician running which for some reason has key binds and for some other reason they override the key binds of programs I'm actually using.

The Strategem Keybind problem is not unique to Bird btw. I also have had to rebind strategem mid-game once. Ended up using Hold Mousewheel for it, and while it does stop me in my tracks I've gotten faster at it at least. Don't know a fix for this yet, or if it's a known bug in Helldivers 2, but you're not alone.
