If my understanding is correct, they cold call people and ask what they are going to do. In the age of cell phones who in their right minds answers calls from numbers that aren't in their contact list. What I believe this means is that polling numbers are, in general, MUCH less reliable than they used to be. A million years ago, when I was a political science major in college we did polling during an election and our professor made us go door to door to get polling numbers because he said that phone polls were much less reliable. BTW he was the campaign advisor for the last democratic governor that Utah had so he wasn't just making stuff up.
