Vietnam is a sovereign state who is US to condemned the move. It's up to Vietnam or any sovereign country to invite any foreign dignitaries. The difference between Russia & US is that Russia talk about economic, defense & business development during state visit whilst US representative when visit a country only to issues ultimatum & threats to preserve it's hegemony undermining the host country sovereignty.
