Larry Martin (O'Toole) is a Newsweek reporter who secretly works for the CIA. He travels globally, collaborating with Israeli intelligence to secure the release of five wealthy girls kidnapped by the anti-Israel terrorist group, the Palestinian Liberation Army, from the yacht Rosebud. Martin must navigate the concerns of the girls' wealthy and influential fathers. Meanwhile, Sloat (Attenborough), the extremist leader of Black September, is implicated in the kidnappings. He is subsequently pursued after his ambitions for a centralized global terrorist network are exposed.
