Another point on Mayor Shelbourn: At the start of the movie he reveals Sardine Land, which collapses due to Flint's invention going haywire. While there's no possibility he could have seen it coming, it does demonstrate that it wasn't well built, which would land him another Gross Negligence charge

I’m pretty sure the Mayor is canonically dead. A post-credits scene shows him having eaten almost the entire boat and slowly sinking. So yes, he didn’t pay back that loan.

To play a bit of devil's layer for Smiley, in the movie is states Gene's actions puts the phone and all of his inhabitants' wellbeing in danger simply because he didnt listen to his parents, since they were right he couldnt control his multiple expresions, and at the end is true everyone would had gotten deleted, so it could be arguiend she following the law and giving Gene the death penalty of their world's equivalent of launching a nuclear warhead and recklessly endagering the lifes of the entire world population😅
