Maybe because the police needed in such a situation is Riot Police. The police there were not equipped for such a disruptive situation. When you got people with such aggressive mentality, there is no stopping them without the right gear or the army. Those police would not have been able to arrest because the people will have turned on them.yes, asking people to stay home, because such aggresstion can harm anyone.
