Amon...I was legit as terrified as Korra was when she's hearing his voice in the radio sweating in fear. He can do anything. Control anyone and make them defenceless in a matter of seconds

It’s Amon for me. That character was soooo well written and we couldn’t understand how he was so powerful for most of that season. Dude was so scary I didn’t even want Korra to run into him. Zaheer was a bad man too. It takes a certain kind of character to deliberately want to face an Avatar in the Avatar State.

Here’s my list: 13: Eska 12: Spider Spirit 11: Unalaq and Vaatu 10: Combustion Man 9: Sozin 8: Amon 7: Red Lotus 6: Ozai 5: Long Feng 4: Koh 3: Joo Dee 2: Hama 1: Melon Lord Azula deserves a spot higher than best villain of Avatar. Azula has to be one of the best villains of all animated series in general.

Ozai was a poorly written mess of a villain. Azula, on the other hand, was totally perfectly written. She should have been the main villain

Azula honestly should've been top 5 minimum, she actually was terrifying to see lose it. Amon was just intimidating, the dark avatar was just kinda big monster oooo. Azula was unhinged, Amon was intimidating, Unalaq is Unalaq

The most terrifying villain of all is Manic Princess of The FireNation herself, Azula

It's only Koh, Azula and to me, the most terrifying of the lot are Yakone's 2 kids, Amon and Tarlokk. Just seeing him take bending away sends chills down my spine and Tarlokk bloodbending Korra was just as terrifying.
