Finland is like the one country that’s fully prepared even for nuclear war. Helsinki, the Capital, is basically one giant bunker, that can house millions underground, every company or business by law, must have at least 3 months of supplies like medication/food etc available. Not even mentioning the fact that basically the entire population has military training.

It's kind of hard to imagine a situation where invading another country in a similar geographic situation, wouldn't cause countries, who were previously trying to stay out of it, wouldn't lead to more countries looking to join NATO.
